Singapore City Tour During Stopover

Hi, we have an 8 hour layover in Singapore before our flight to Hong Kong. We will have to clear customs/ immigration as we are travelling on a low cost airline - therefore will not have access to the transit facilities at Changi airport. Can you please suggest tours/activities we could access in the given time (remembering we have cleared immigration)? Many thanks.
