Singapore Airport Duty Free Shopping Restrictions?

Hi there,
I'm Singaporean and my question is: Can i buy duty free items like perfume or cosmetic products when I return from my overseas trip (e.g. from Taiwan)?
It's because there was this encounter: I arrive in Terminal 1 but I can't find the perfume I wanted in the Arrival Hall. So I went to the Departure Hall to get the perfume. (I haven't cleared customs yet.)
The cashier told me I have to pay for the perfume including GST because I will be bringing the perfume into Singapore which is my country and I'm a local.
She went on further, saying if I want to purchase it without paying tax, I should buy it at Singapore Departure Hall DFS before embarking on my overseas trip. If not, I can buy it at the DFS of my overseas trip country before I fly back to my country.
Is this true?
