Resting and Entering Singapore During Transit

Dear,

my wife and two kids are travelling with Singapore Airlines from Melbourne, to Bangladesh via Singapore on 22 Nov, 2009. They will have a transit stop for almost 13 hours. Is there any arrangement such an executive lounge at the airport to take a rest?

Secondly, if they were to enter to Singapore during the transit, will they require a transit visa? They are holding Bangladesh passports, and are currently parmanent residents in Australia.

1. Yes, there are several rest options at Singapore Airport.
