Duty Free Restriction for KL Bound Flights?

Is it true that no duty free sales are allowed for KL bound passengers regardless of your nationality? My recent trip departing from Changi to KL proved that the above fact holds true. I was denied purchase of duty free items from the shops at Changi Airport.

Please enlighten me.

Duty Free Restriction Agreement
between Singapore and Malaysia

I believe there's a bilateral agreement between Singapore and Malaysia not to give duty-free allowance to travellers between the two countries.

There's a similar stance on the Singapore side - you can't take duty-free stuff into Singapore if you are arriving/returning from Malaysia.

I can only speculate that there are too many day trippers between Malaysia and Singapore. Allowing duty-free purchase for these travellers would render the idea of 'duty' quite meaningless in the first place.
