What does '48 hours out of Singapore' mean?

Does this mean that for a 2 days 1 night trip, we are not allowed to buy alcohol back to singapore?

No Duty Free Alchohol for < 48 Hours

It means that if you have been out of Singapore for less than 48 hours, you're not entitled to any duty-free alcohol allowance upon your return.
